When you pay for implementation, you should own what gets built. Most vendors don't work that way.
The lock-in problem
Many implementation vendors retain intellectual property when clients end their engagement. The client paid for the work but doesn't own the result. For businesses making implementation investments, this should be a deal-breaker.
